Frequently Asked Questions
Do I have to pay an entry fee to enter the FOI reading room?
No, use of the reading room is open to the general public free of charge. Every user is required to register as a reader, at which time presentation of identification may be requested. Certain fees do apply for reproduction and publication.
Can I see all records Boatswain's Beach holds?
No, access restrictions can apply. A person has to make prior arrangements and get approval from the Information Manager before access to the records can be given.
In keeping with the FOI Law some records or sections of information in the record maybe exempt from the general public viewing. eg. Third party confidential information, some personal records, records revealing information that will financially affect the company, etc.
Can I borrow a file from Boatswain's Beach?
No. Boatswain's Beach does not allow original material out of the building. Reproduction services are available for a fee and subject to copyright provisions.

How to make a Request for Information
If you want to request information from a Public Authority, you should initially research the organisation where the information is held. This is best done by using the Cayman Islands Government website; or you can contact the relevant Public Authority's Information Manager (see the contact details above for BOATSWAIN'S BEACH Information Manager); or you can contact the FOI Unit.
You must submit your request in writing (letter, email or facsimile) to the relevant Public Authority. Please be as specific as possible about the information you would like, as this will help a prompt response. Where possible, please include a contact telephone number so that you can be contacted if it is necessary to further discuss your request.
BOATSWAIN'S BEACH will respond to your request promptly and within 30 calendar days. The Act allows BOATSWAIN'S BEACH to extend this deadline for an additional 30 calendar days. BOATSWAIN'S BEACH will always acknowledge receipt of FOI requests made to the above address and will let you know if the deadline needs to be extended. Costs associated with a request for information
There shall be no fee for inspection of a FOI record within a Public Authority. However, a requestor may be required to pay reproduction and disbursement costs. Details concerning costs and payment are contained in the FOI Regulations. Follow this link to the FOI website.

General Complaints Procedure
Boatswain's Beach strives to satisfy the needs of its clients, but recognises that there may be occasions when actions carried out by the organisation or its' staff will not meet the reasonable expectations of the public. The policy and procedures set out below are to be used to deal with general complaints about the institution or the service it provides. Please note that complaints regarding FOI requests are handled through the Internal Review Process and the Information Commissioner.
What is meant by a complaint?A complaint is an expression of dissatisfaction that relates to the standard service, actions or inaction by Boatswain's Beach or its staff. Complaints can be made by an individual client or group of clients either verbally or in writing. All written complaints will be formally recorded.
As a matter of policy, Boatswain's Beach will not accept complaints from third parties as issues of confidentiality may arise. An exception will be made for individuals who are unable to submit a complaint personally because of disabilities or otherwise, in which case complaints will be accepted from individuals acting on their behalf.
How to make a complaintFormal complaints can be made in the form of a letter to the Information Manager or alternatively, clients may wish to fill in and submit a complaints form in person, or by mail. Verbal complaints can be made in person.
Written complaints must be clear and state the nature of the issue including individuals involved, dates, times, etc. Contact details (mailing address, telephone numbers, email, etc.) are required and all such complaints must be signed and dated in order to be processed as promptly as possible.
If Boatswain's Beach is unclear about any part of the formal complaint at any point, clients may be contacted to provide further clarification before a full investigation can be conducted.
How Boatswain's Beach handles complaints- A complaint can be received from any member of the public or staff. All employees of Boatswain's Beach/Cayman Turtle Farm (1983) Ltd are empowered and responsible for receiving complaints. Once an employee recognizes that a member of the public is not satisfied, the employee will inform him or her of the internal complaints procedure.
- The person is initially asked to complete the Cayman Turtle Farm Complaints Form and return it to the Office. If it is not possible for the complainant to complete the Complaints Form, then the staff member will write the complainant's details on the form and submit it to the Freedom of Information [FOI] Manager. There is also a section for the staff member to note any observations and additional information about the complaint and complainant on the form.
- Once the Complaints Form is received by a staff member of the Cayman Turtle Farm it will immediately be forwarded to the Freedom of Information [FOI] Manager who will log it in the Registry, number and date stamp received. If the Complaints Form was completed in person at the FOI Office, then the complainant would receive a photocopy of the stamped Complaints Form showing the relevant complaint number. Otherwise, a photocopy of the stamped Complaints Form will be sent to one of the complainant's contact details within two [2] business days.
- Staff members must forward all complaint forms to the FOI Manager by the close of business on the date that the complaint form was completed and/or received.
- All complainants will be notified that a written response from the FOI Manager, or his designate, addressing the complaint will be sent within ten [10] working days. The written correspondence will include remedies and/or apologies where appropriate.
- The Complaints Form, along with all written correspondence concerning the complaint, will be held in a Complaints file at Cayman Turtle Farm for at least seven [7] years.
- Should the complainant not be satisfied with the response from the FOI Manager, he or she can request that the Managing Director address the issue. If still unsatisfied after the Managing Director's review, then the complainant would be advised that they have the right to report their complaint to the Office of the Complaints Commissioner.
- All complaints forms that are received, along with the results, will be reviewed and discussed in a strictly confidential manner at regular management meetings as an effort to improve service delivery. No information supplied will be used against a complainant or sent to a third party with the exceptions as listed below in Item #9. Statistical information on complaints may be released but no personal identifying information will be released.
- At our discretion, issues of sensitive or serious nature may be forwarded to the Office of the Complaints Commissioner or other relevant authorities, and issues of criminal matters will be reported to the Royal Cayman Islands Police.
